Understanding JCP: Your Key to Accessing Technical Data for Defense Contracting

The Joint Certification Program (JCP) — managed by the Defense Logistics Agency (DLA) – is one of the most important steps for businesses entering defense manufacturing and supply. JCP authorizes approved U.S. and Canadian companies to access unclassified, export-controlled military technical data such as blueprints, drawings, and specifications. These files are essential to identify, price, and bid on parts within DLA and DoD solicitations.

Why JCP Matters

Without JCP approval, contractors can’t view restricted Technical Data Packages (TDPs) or participate in solicitations that require them. Certification opens access to thousands of manufacturing opportunities every month and is often a defining step for companies scaling from service providers to product suppliers.

How to Qualify

To become JCP certified, businesses must:

  • Maintain an active SAM registration and valid CAGE/NCAGE code.

  • Be physically located in the U.S. or Canada.

  • Complete and upload a NIST SP 800-171 self-assessment in SPRS.

  • Sign and submit DD Form 2345 – Military Critical Technical Data Agreement.

Important Update

Starting November 10, 2025, DLA will begin integrating CMMC (Cybersecurity Maturity Model Certification) standards into the JCP approval process. This means cybersecurity readiness will become a requirement for both new applications and renewals. Businesses should review their NIST 800-171 status now to ensure compliance before the transition takes effect.
